The V-th scientific and practical conference with the international participation
«Model of medical education of KAZNMU: achievements and prospects»
On May 28-29, 2015 in Asfendiyarov KAZNMU the fifth anniversary scientific and practical conference «Model of medical education of KAZNMU is held: achievements and prospects».
Purpose of carrying out conference: carrying out the objective analysis of achievements, an assessment of improvement mechanisms of education quality at University for last five years for the purpose of definition of the new directions of realization of Model of medical education of KAZNMU taking into account world tendencies, and also discussion of the main ways of improvement of professional and personal growth which are trained and teachers.
Problems of conference:
— the analysis of a role of Model of medical education in formation of professional competences of the graduate, including questions of formation of clinical thinking;
— an assessment of a role of the teacher in realization of Model of medical education;
— analysis of mechanisms of development and improvement of quality of educational process;
— definition of prospects of improvement and further development of Model of medical education in KAZNMU.
Justification of carrying out conference
In the «Plan of the Nation – 100 steps the modern state for all» (May, 2015). The president of the Republic of Kazakhstan N. Nazarbayev determined concrete steps by realization of institutional reforms which will allow Kazakhstan «… to be among 30 developed states of the world in new historical conditions. «100 concrete steps» will give to our country such margin of safety which will allow to pass surely the difficult period of tests, not to go astray realization of Strategy-2050 and to strengthen the Kazakhstan statehood».
The head of state designated accurate vision of development of the country and defined some key vectors of long-term development of Kazakhstan one of which is the development of education, preparation of a highly qualified competitive personnel and growth of an export potential of educational sector. An overall objective of educational reforms in Kazakhstan is adaptation of an education system to the new social and economic environment.
KazNMU went on the way of creation of Model of medical education which is successfully realized since 2009 and it is completely introduced at the level of a bachelor degree. Last 5 years became a contribution to 85-year history of our University. The real conference is urged to sum up the results and the analysis of achievements, and also to set the new objects and ways of development.

In total more than 300 people took part in conference.
Welcome speech conference was opened by the academician of National academy of Sciences of RK, the president of the Kazakh academy of food and the National center of healthy food, the chairman of the Supervisory Board, the doctor of medical sciences, professor, the honored worker of RK Sharmanov T.Sh.
The rector A. Akanov in the performance reminded the priority tasks facing University: development and optimization of through three-level educational programs for medical and pharmaceutical specialties; staffing of educational process; improvement of educational technologies; integration of education, science and clinic; improvement of management of educational process; increase of a joint liability of students, PTS and employers for the end results of training; internationalization of medical and pharmaceutical education; improvement of the organizational and administrative block; development of scientific potential of PTS; improvement of student’s science. According to them it presented achievements and the perspective directions to realization of Model of medical education of KAZNMU: recognition of the site of University one of the sites «Webometrics», best in a rating; opening of branches of KAZNMU in Taldykorgan and Kyzylorda, and also PMSH Centers and diabetes; creation of own bed fund in university clinics on 500 places; strengthening of material base – coverage by the zone wi-fi of all cases of university, security of educational process with 4500 personal computers and laptops in the ratio 1:2 that exceeds standard indicators, delivery more than 1000 netbooks to the best students; carrying out studies by 482 foreign professors; effective introduction of system of key indicators of activity of PTS (efficiency), «Talents on Service of University» program and annual award «The Best Teacher of KAZNMU»; in 2014 — 91 publications in magazines with an impact-factor and more than 200 students were trained abroad according to the program of the academic mobility; on organized English language courses more than 300 teachers, etc. were trained. With the report the rector reflected highlights more than 40 sociological polls which are carried out for last five years among students and teachers. The perspective direction of development of medical education in KAZNMU is stage-by-stage transformation by experience of model of Nazarbaev University.
In the report on a subject: «Modern trends of the higher education in the context of the Yerevan communique-2015» Omirbayev S.M. — the director of Independent Kazakhstan Agency on ensuring quality in education sounded the principles of the Bologna declaration which are transformed as a result of processes of globalization and updating of tendencies of the European space of the higher education. Thus new measurements provide revision of postulates of Bologna Process.
President of Association of higher educational institutions of Kazakhstan, Doctor of Economics, professor Alshanov R. A. noted a huge contribution of the faculty of KAZNMU to educational and methodical work and on behalf of Association of higher education institutions of RK handed medals of A. Baytursynov to the staff of university: gold medals to the rector of KAZNMU, doctor of medical sciences, professor Akanov A.A., to the vice rector for scientific work and innovations, doctor of medical sciences, professor Ramazanova B. A., silver medals to the doctor of medical sciences, professor Kenesariyev U.I., to the doctor of medical sciences, professor Rakishev A.S., to the doctor of medical sciences, professor Shortanbayev A.A. and bronze medals to the doctor of medical sciences, professor Habizhanov B. H. and to the doctor of medical sciences, professor Dzhumashev U.K.
The first day of conference was devoted to a subject: «Model of KAZNMU — the competitive graduate». M. Abirova’s reports, directors of the department of educational and methodical work of KAZNMU (DTMW), visiting-professor of KAZNMU, the doctor of pharmaceutical sciences Yevtushenko E.N. were heard. (Ukraine), the head of department of educational process of the Kazakh State Women’s pedagogical university, the candidate of pedagogical sciences Ashkeeva N. N., the director of the Center of communicative skills of D. Drapper KAZNMU professor M. Asimov, the doctor of medical sciences, professors of PMSH chair of KAZNMU Begimbetova R. S. to whom achievements of university are presented, are raised the questions and prospects of further development of Model of KAZNMU in aspect of educational policy and modernization of the higher education of Kazakhstan.
In work of conference with reports active part was taken trained university — students of faculties «General medicine», «Pharmacy», «Health Public»: Nurmuradova F., Adilov A., Esmuratov M. Students shared the view of the processes happening at university and acted with specific proposals on realization of Model and credit system of training in KAZNMU.
The second day of conference was devoted to questions a role of the teacher in realization of Model of medical education. The key report was made by the vice rector for TEW, professor K. Tulebayev who took up questions of improvement of management of educational process. Honourable professor of KAZNMU V.S. Avanesov, relying on long-term experience at university I offered methods of increase of pedagogical qualification of PTS to KAZNMU. In a context the key report was made by E.Zh. Bitanova who reflected a role of innovative educational structures (TD, the CEP) in modernization of a control system of educational process. B. S. Turdaliyeva carried out the analysis of activity of an independent commission of experts, as tool of quality of training. Modern theories of training and competence-based focused medical educations on the example of the «HIV Infection and Infectious Control» module with we howl the report I stated Zh.S. Nugmanov. Questions of realization of various mechanisms and instruments of motivation of PTS (key indicators of activity and the project of self-government) were reflected in reports of the principal of pedagogical skill of H. Nasybullina R. Yusupov and head of department by development of human resources of A. Karibayeva.
Within conference by 29 chairs and modules 13 poster reports on a subject were prepared: «Questions of formation of clinical thinking» and 28 reports are placed in WEB SESSION on a subject: «Mechanisms of development and improvement of quality of educational process». Report of the vice-Minister of Education and Science of RK T.O. Balykbayev on a subject: «Modernization of system of the higher education of Kazakhstan» I was the key report of WEB SESSION.
In the presented reports questions of formation of clinical thinking, an intensification of technologies of educational process in the conditions of credit system of training, self-government of chairs, introductions of joint educational programs, teaching elective disciplines, applications of remote technologies of training, a profiling of training, training of trilinguialism, interactive methods of training, etc. were considered.
Following the results of the held conference the decision to continue improvement of Model of medical education of KAZNMU was made and the following tasks of further improvement of educational process are set:
— Receiving the international recognition, by entry into a world rating of QS universities and preservation of the leading position in a rating of the sites «WEBOMETRICS»;
— Model of KAZNMU realization at all levels of training;
— Development of the through three-level and integrated educational programs for medical and pharmaceutical specialties down;
— Further development of the Training through Research program;
— Development of dual education in joint integration with branches of KAZNMU;
— Formation pool of polylingual teachers;
— Development of the plan of a phased transition of training into English;
— Improvement of management of educational process by implementation of the project on self-government of structural divisions of KAZNMU;
— Formation of approaches and mechanisms of development of legal competence at trained at all levels of preparation;
— Further realization «Models of formation of personal growth of the graduate of KAZNMU;
— Development and stage-by-stage introduction of Model of competences PTS;
Conference was finished by holding an annual Spring ball on Hippocrates KazNMU Square.

1. To adopt the Resolution V of May conference «Model of medical education of KAZNMU: achievements and prospects».
2. To develop the Plan of implementation of the resolution V of May conference «Model of medical education of KAZNMU: achievements and prospects».
