The main conclusions
First, the country has aneed to change thehealth care system andimprove itthrough the prism ofevaluationneeds of the populationfor health care
Second, this approachis fundamentally changinghealth policyandprovides the ability tocreate ahealth care system, orientedto the needs anddemands of the population
Third, the basic principles thatmust be includedin the newhealth care system-a patient-oriented, integrationof medical and socialassistance,cross-sectoralorganization andstructuring ofthe health system.
Fourth,an isolatedchange inthe health care systemcannotsolve this problem. Discussion ofa new paradigm ofhealth and health careshould occurwith the participation ofall stakeholders, agencies, ministries, companies, etc.
Fifth, the development ofhealth policyshould be comprehensive, systematic and coordinatedat all levels.Policyshould beorientedto the challengesof our time, the needs of the population, with the definition ofessential servicesto the population, adequateorganizationofservices, the establishment ofindicators, and performance, andconstantmonitoring of developmentsand assessment ofthe effectiveness ofselected policy.
