S.D. Asfendiyarov Kazakh National Medical University (KazNMU)

S.D. Asfendiyarov Kazakh National Medical University annually conducts work on the placement, exemption, and redistribution of graduates who studied under the state educational order.

The activities of the Commission are carried out in strict accordance with the Law of the Republic of Kazakhstan “On Education” and the Rules approved by the Order of the Acting Minister of Science and Higher Education of the Republic of Kazakhstan No. 403 dated August 11, 2023:
“On approval of the Rules for assigning a specialist to employment, reimbursement of expenses covered by budget funds, granting the right to independent employment, exemption from or termination of the mandatory work requirement for citizens of the Republic of Kazakhstan who studied under the state educational order”.

Key Responsibilities of the Commission:

  • placement of graduates in medical and non-medical organizations across the Republic of Kazakhstan;
  • review of applications for exemption from the mandatory work requirement on legal grounds (pregnancy, having a child under 3 years old, disability, etc.);
  • redistribution of graduates based on family and social circumstances;
  • granting deferrals and considering applications from graduates of previous years;
  • cooperation with the Ministry of Science and Higher Education, the Ministry of Health, and JSC “Financial Center” regarding the fulfillment of state obligations by graduates.

Results of the Commission’s Work in 2025:

Based on three meetings of the Commission held in 2025:

  • a total of 1,926 graduates completed their studies under the state educational order, including 134 under the rural quota;
  • 1,680 graduates were placed in medical organizations across the Republic of Kazakhstan;
  • 287 graduates were exempted from mandatory work due to social and medical grounds;
  • 432 graduates continued their education (residency, master’s, PhD);
  • 624 graduates were employed, including 140 in rural areas.

Special attention was given to employment in the regions and cooperation with medical organizations of all forms of ownership.

Cooperation and Improvement of the Regulatory Framework

The Commission actively collaborates with the Ministry of Health of the Republic of Kazakhstan and JSC “Financial Center.”

Following the most recent meeting, a proposal was made to amend Rules No. 403 regarding the procedure for assigning graduates to private medical organizations:

  • mandatory work should be permitted in LLPs only if the organization has the status of a provider of State Guaranteed Benefits (ГОБМП) and/or Mandatory Social Health Insurance (ОСМС);
  • otherwise, assignment for mandatory work should be denied.

It was also proposed to include representatives of JSC “Financial Center” in the KazNMU Commission for 2026 to ensure transparency, legal accuracy, and consistency in decision-making.

The work of the KazNMU Commission is aimed at ensuring a balance between legislative requirements and the interests of graduates, regions, and medical organizations.
All activities are conducted openly, with the involvement of state bodies and public organizations.

The university’s mission is not only to assign young specialists to workplaces but also to ensure their real employment, professional adaptation, and long-term retention in the healthcare system of the Republic of Kazakhstan.
