The second meeting of the Commission on the reallocation of graduates, young specialists, and Doctors of Philosophy (PhD) who studied under the state educational order was held at S.D. Asfendiyarov Kazakh National Medical University.

In 2026, the total number of KazNMU graduates is 3,134, of whom 2,052 graduates are subject to mandatory placement. Following the first meeting of the Commission, 1,717 graduates were placed, while 335 graduates were exempted from the mandatory service obligation.

During the second meeting, the Commission considered issues related to exemption from the mandatory service obligation, deferment due to continuing education, as well as the reallocation of graduates.

In total, the following mafefetters were submitted for consideration:

• 16 graduates — applications for exemption from the mandatory service obligation;
• 484 graduates — applications for deferment due to continuing education, including 399 admitted to residency programs, 83 to master’s programs, and 2 to doctoral programs;
• 14 graduates — matters concerning reallocation and changes to the place of mandatory service;
• 2 applications from graduates of previous years — related to continuing education and family circumstances.

Particular attention was given to applications related to continuing education abroad, changes in the place of mandatory service due to family circumstances, and the fulfillment of the remaining part of the service obligations.

For each matter, the Commission reviewed the submitted applications and supporting documents. Decisions were made in accordance with the established procedure and the requirements of the current legislation of the Republic of Kazakhstan.

The work of the Commission is aimed at ensuring a transparent and objective approach to graduate placement, consideration of applications for exemption from or deferment of the mandatory service obligation, as well as the reallocation of young specialists based on documented circumstances.
