Sergey Vladimirovich Lakhov was born in 1985 in Almaty.

In 2007, he graduated from the Central Asian University, Almaty with a degree in Accounting and Auditing, and in 2011 from the Peoples’ Friendship University of Russia, Moscow with a degree in Law.

He started his career in 2007 as an accountant at the Kazakh National Medical University named after S.D. Asfendiyarov.

In 2008-2010, he was a specialist in the Department of Public Procurement at the RSE «Scientific Research Institute of Skin and Venereology».

In 2010, he became a specialist in the Public Procurement Department at the Republican Clinical Hospital for the Disabled of the Patriotic War of the Ministry of Health of the Republic of Kazakhstan.

In 2011-2014 — Head of the Department of Public Procurement and Legal Work, Chief economist at JSC «Scientific Center of Urology named after Academician B.U. Dzharbusynov».

In 2014 – he became Financial Director at Diamand LLP.

In 2014-2016, he was a lawyer, Head of the HR Department, Secretary of the Supervisory Board at the RSE at the Scientific Research Institute of Cardiology and Internal Diseases of the Ministry of Health of the Republic of Kazakhstan.

In 2016-2019, he was Chief Legal Adviser, Head of the Procurement Department, Head of the Administrative Department at the RSE at the National Center for Expertise of Medicines, Medical Devices and Medical Equipment of the Ministry of Health of the Republic of Kazakhstan.

In 2019-2020, he was the Chief Manager of the Procurement Department at the Corporate Fund «University Medical Center» of the AEO of Nazarbayev University.

In 2020-2021, he was a specialist in the procurement department at Medical Center Eurasia LLP, a subsidiary of ERG.

Since October 2022, he has been the Head of the Legal Department of the S.D. Asfendiyarov Kazakh National Medical University.

Since December 2023, by the decision of the Board of Directors, following the results of a competitive selection, he has been appointed a member of the Management Board – Executive Director of the S.D. Asfendiyarov Kazakh National Medical University.

Attitude to military duty and military rank:

Urgent military service in the military unit 20709 of the air defense of the Armed Forces of the Republic of Kazakhstan in the period 10.2007-10.2008. Position: Squad commander. Rank: junior sergeant of the reserve.
